Groups appeal bison ruling to Montana Supreme Court
On Monday, the Montana Farm Bureau Federation and the Park County Stockgrowers Association filed a notice of appeal to the state Supreme Court of Fergus County District Judge E. Wayne Phillips' decision earlier this year that dismissed a challenge of Montana's decision to allow bison that wander out of Yellowstone National Park to move farther north into the Park County.

Federal lawmakers fold permanent gun protections into appropriations bill
U.S. House and Senate committees have put four gun-related provisions into a bill to fund the federal government through Sept. 30, making permanent provisions that would prohibit the Bureau of Alcohol, Tobacco, Firearms and Explosives from requiring gun dealers to do annual inventories, from refusing to renew a gun dealer's license based on a lack of transactions, and require the ATF to attach a disclaimer to gun data that says it can't be used to "draw broad conclusions about firearms-related crimes."

Colorado House sends gun-magazine-limit bill to Gov. Hickenlooper
On a 34-30 vote on Wednesday, legislation that bans Coloradans from purchasing gun magazines that hold more than 15 rounds was passed by the Colorado House and sent to Gov. John Hickenlooper, who has indicated that he would sign the bill into law.

Federal appeals court declines to overturn decision on Wyoming, Utah leases
On Tuesday, the U.S. 10th Circuit Court of Appeals declined the energy industry's request that the Department of Interior's decision not to issue energy leases on 118 parcels in Utah and Wyoming.

Grand Teton National Park reworks elk hunting regulations
To help reduce conflicts between hunters and grizzly bears and to decrease the number of wounded elk, Grand Teton National Park officials will implement new rules this fall on the annual elk hunt in the Wyoming park including prohibiting hunting in an area along the Snake River where a grizzly bear was shot by hunters last year, limiting hunters to seven cartridges, which have to be lead-free, and allowing hunters just one shot at a running herd of elk.

Colorado city's move toward municipal utility part of national trend
Boulder completed a multiyear, multimillion-dollar study that found residents of the Colorado city were willing to raise taxes to create a municipal utility, and residents in Santa Fe, N.M., are considering a similar move.

Oil production in Canada hit 4.1 million barrels per day in December, the highest level ever reported by that nation.

President Obama lays out concerns on Keystone XL pipeline to GOP lawmakers
At a meeting with House Republicans on Wednesday, President Obama said he had not yet made a decision about the Keystone XL pipeline, and said that he did not believe the pipeline would be the jobs creator some claim; he acknowledged that most of the oil that flows through the Alberta-to-Texas pipeline would be exported and that the environmental concerns raised by pipeline opponents were likely exaggerated.
