      <![CDATA[Wendy, yes they are required to allow you to move past at their earliest available, problem is a lot of these turn outs are very unstable at the weights hauled, the hauling companies themselves have offered to improve the existing turn outs, and create a few new ones for the safety and convenience of the traveling public, but the lawsuits currently in progress keep them from being able to do so (in a round about way). Many of the senior most drivers have become so used to this that they just assume there is no where to pull over unless they have been told there's a good place to do so...that's one of the things you should be using that pilot car army to determine.<br>

this load (if bound for Laurel) wasn't one of the loads transported for the tar sands and associated pipeline that are becoming such a legal cluster!@#$, but you would have benefited from the tar sands transport companies being able to secure steady routing and improve the road surfaces that they would be traveling upon.
