I guess we should not have expected the federal government to have hired a competent, knowledgeable contractor to administer the claims. Ironic and tragic that the contractor relied on the federal government's records to process claims. Two of my children's checks were mailed to incorrect addresses (fortunately, to my address) AFTER they had updated their information per the directions on the Cobell website. Further, the contractor has processed payments to claimants for deceased persons who, by the provisions of the settlement, were NOT eligible to receive them because they had deceased prior to September 30, 2009.
