I think it should also be noted that Dead Hipster Dance Night can get... gross. If you aren't prepared to get grinded up, down, and around by either sex (whether you consent or not), sweated on, or have a full drink toppled on to you, then you are in for a dirty, dirty surprise.

I believe that if there are going to be so many "exceptions" to a rule, there is something fundamentally wrong with it. Lets either have it be 100% or not. I'm all for discouraging pan handling (aka asking for contributions), but if there are no clear lines of what is ok to overlook and what isn't, then the ordinance isn't doing what it's designed to do.
