Damien McInnis grew excited in 2010 when Wal-Mart and the Idaho-based general contractor Engineered Structures hired his company, Picasso Brothers, along with 103 other subcontractors, to work on a yearlong store expansion and renovation of the retailer’s Highway 93 South Supercenter, in Missoula. Though McInnis was still working on the project, payments to Picasso Brothers stopped in July of 2011.
