Cookie-cutter legislation 

Sen. Jeff Essman, R-Billings, is one of numerous Montana legislators tied to the American Legislative Exchange Council. He received a $1,005.47 scholarship in 2007 to travel to ALEC events, according to records compiled by the Center for Media and Democracy.
